This was a bug a while back I had thought fixed. Try making a new character on the affected account and active passive sp on that character. then reactivate passive on the first character. If it doesn't work right away send a petition.

5. What decides salvage? - in Rookie Training Grounds [original thread]
Salvage is supposed to be a fraction of all equipment, modules, weapons, etc. expended during battle. The more stuff that's destroyed, and the higher that stuffs meta-level, the better salvage you will receive post-battle.

What do you do when you're out of the academy? Try not to rage quit because you're going to get stomped. Try to find some friends to play with, or join or a corp. Look for people who can show you new things. Most of all, don't back out of battle...
